Leeds City Council is a major metropolitan local authority serving the people, communities and businesses of Leeds, one of the UK’s largest cities. We are responsible for a wide range of key local services, including housing, benefits, bins, waste and recycling, children and families, schools and education, planning and building, environmental health, public health, health and social care, and parking, roads and travel.

We describe Leeds as a compassionate and caring city with a strong economy, with our work focused on our mission of reducing poverty and inequality through four ambitions of: Health and Wellbeing; Inclusive Growth; Strong Communities; and a Sustainable City.

Affordable warmth and healthy homes are central to our ambitions. Our Affordable Warmth Strategy sets out our ambition to make sure all homes in Leeds are of a decent standard and that everyone can afford to stay warm. We recognise that cold, damp homes can have a detrimental effect on health and wellbeing, particularly for older people, young children, disabled people and residents with cold-related illnesses. Our objectives include improving energy efficiency, reducing fuel poverty, lowering household bills, improving health and wellbeing, and enabling residents to benefit from renewable energy.

We also support these aims through practical home energy efficiency advice, funded improvement programmes, including the Warm Homes: Local Grant, and retrofit activity designed to create warmer, healthier, lower-carbon homes across Leeds.

Sustainable Building Services is a trusted retrofit and energy efficiency partner dedicated to improving homes, communities and lives. We deliver large-scale energy efficiency and whole-house retrofit schemes across social housing, owner-occupied and private rented homes, bringing the expertise, operations and delivery capability needed to support clients and private homeowners.

Our work is built around quality, care and consistency, with customer service and resident experience at the heart of our operations. We know that successful retrofit is not just about installing measures; it is about clear communication, respect for households, and delivering warmer, healthier homes with minimal disruption.

Across the UK, we support multi-measure whole-house retrofit programmes that help households reduce energy use, lower bills and live more comfortably. Through the Leeds Warm Homes: Local Grant, we will bring that same trusted approach to help reduce fuel poverty, improve living conditions and create healthier, warmer, lower-carbon homes for residents throughout the city.

PROVIDING HIGH QUALITY RETROFIT SERVICES

Groundwork is a practical, community-focused charity working to create a fairer and greener future in which people, places and nature thrive.

In Leeds, we bring that same approach to Warm Homes: Local Grant, supporting the projects as Retrofit Assessor and Retrofit Coordinator and helping households take the right steps towards warmer, healthier and more energy-efficient homes. Our role is to provide expert, independent advice, so every recommendation is based on what is right for the property and the people living in it.

Our approach starts with a comprehensive consultation and a detailed on-site assessment, followed by a tailored retrofit report that considers improvement options, property condition, projected carbon savings and financial payback.

Our staff are qualified to PAS 2035 retrofit standards, giving households and partners confidence in the quality of our service. Through our longstanding work in Yorkshire and our continued support for Leeds residents, we are helping Leeds City Council advance their wider affordable warmth and healthy homes objectives by improving comfort, reducing energy use and supporting informed, long-term retrofit decisions.
